On March 3, the LACPR team submitted the LACPR Draft Final Technical Report to the National Academies of Science, an independent group of highly respected professionals, for a second round of independent, external peer review. The review is expected to last four months, culminating in an official report back the Corps. The Corps team will review these recommendations and make the necessary adjustments to future efforts. In addition, the LACPR team is resolving policy comments from Corps Headquarters. Once the Corps has had the opportunity to consider and incorporate input from these efforts, the public will be provided the opportunity to formally comment. The period for public comment is expected to begin in June 2009, although the external peer review will continue. The Draft Final Technical Report provides a suite of alternatives. There are five to six technically viable plans for each of the five planning units. The Report describes the tradeoffs that each plan requires to achieve a specific level of risk reduction. Plans include one or more of three types of risk reduction measures: structural, nonstructural, and ecosystem restoration. Once the NAS review, and a public, and State and Federal agency review, is complete a supplement to the report documenting needed future action will be produced. The Final Technical Report will then go to the Chief of Engineers office in Washington, DC, who will forward it to the Assistant Secretary of the Army for Civil Works.
